MTS - Mer Telemanagement Solutions Ltd. an Israel based company with offerings for carriers and enterprises announced on December 23, 2008 that it had signed an agreement to acquire AnchorPoint Inc. a Telecom Expense Management (TEM) provider. MTS brings some interesting wireless management capabilities while AnchorPoint is likely to gain more traction with its Map-to-WinSM approach to client engagements. This development will serve to continue the consolidation of suppliers in the TEM market.

What is meant by the term "Full Lifecycle Telecom Expense Management?  

The term Full Lifecycle Telecom Expense Management refers to a comprehensive program that seeks to manage all aspects of telecom expenses from inception of the expense through bill payment. These steps include:

  • sourcing
  • service orders and provisioning
  • asset and inventory management
  • invoice processing expense validation and recovery
  • usage allocation charge-back
  • reporting, business intelligence, and analysis

Full lifecycle management of telecom expenses was introduced as an answer to enterprises that were seeking more than simply an audit of phone bills. With a more holistic approach to managing the full lifecycle of a telecom expense, organizations are able to get to the root cause of billing errors. This approach also addresses the challenges of different functional groups, managing telecom expenses in silos where they do not see the downstream impact of how their actions impact expenses. For mobility expenses, there are additional considerations that will be addressed in a future posting.

Mobile expenses are an attractive target for government taxes. Politicians have loaded all kinds of taxes on these services because most of us don't bother too look closely at wireless billing. Wireless carriers are notorious for adding extra charges so we end up paying much more for wireless services than the initial advertised price.

 

Now with President Obama's new budget comes hope that the 1989 tax on personal use of corporate paid wireless services will finally be repealed. Even the IRS has gotten into the act with an announcement in January that they have stopped trying to determine how to "simplify" how they will collect the tax. The repeal seems likely, but it has not happened. What should your company do?
